Resource management is usually separated into two parts: scheduling and resource allocation [1, 2]. The scheduler determines the quantity of packets that should be scheduled in the current frame and the resource controller assigns the subcarriers to each selected user in order to maximize the throughput. The resource allocation can also be divided into dynamic subchannel assignment and adaptive power allocation. However, recently, the resource management techniques have been changed to improve the overall system performance. The principles of multiuser downlink and medium access control (MAC) designs have moved from the traditional point of view to a multiuser network view with integrated adaptive design in a cross-layer fashion.
